We develop a utilitarian framework to assess different decision rules for the European Council of Ministers. The proposals to be decided on are conceptualized as utility vectors and a probability distribution is assumed over the utilities. We first show what decision rules yield the highest expected utilities for different means of the probability distri- bution. For proposals with high mean utility, simple bench- mark rules (such as majority voting with proportional weights) tend to outperform rules that have been (...) proposed in the political arena. For proposals with low mean utility, it is the other way round. We then compare the expected utilities for smaller and larger countries and look for Pareto- dominance relations. Finally, we provide an extension of the model, discuss its restrictions, and compare our approach with assessments of decision rules that are based on the Penrose measure of voting power. (shrink)

In a two-tier decision-making system such as the EU Council of Ministers, if the number of constituencies (member-states) is sufficiently large (say, 15 or more), Penrose’s Square-Root rule can be implemented to a high level of approximation by a simple weighted decision rule at the top level (the Council) with any given quota q smaller than the total weight. This leaves one degree of freedom: the value of q as a free parameter, to be determined by some (...) additional condition. I propose to survey and discuss critically the most important considerations for fixing this value – some of which have actually been used by theoreticians or practitioners: efficiency, transparency, sensitivity (total voting power of citizens), mean majority deficit, giving certain ‘privileged’ coalitions blocking status. Some of these considerations are reasonably compatible; others less so. Some kind of compromise is clearly needed. But which? This is essentially a political matter; but a political decision ought to be made in a theoretically enlightened way. (shrink)

Abstract1 June 2018 marked a historic moment in Spanish politics, when the Spanish Socialist Workers’ Party (Partido Socialista Obrero Español, PSOE) announced a cabinet with the largest proportion of female ministers in the world. This announcement received extensive coverage in the traditional media. The objective of this research was to measure whether the news had an equivalent impact on Twitter users. To this end, we analyzed the reaction to the appointments based on the popularity of the hashtags #GobiernoSanchez (“Sanchez (...) Government”), #GobiernoFeminista (“Feminist Government”) and #ConsejoMinistras (“Council of Female Ministers”). The most significant findings are that women had even less visibility than they were given in traditional media because of what is not retweeted does not exist, and that the extreme polarization of political life and the media in the public sphere appears to extend to the digital environment of Twitter. This paper addresses the work of the Council of Europe in the fight against corruption. It presents briefly the Council of Europe’s organisation, activities and priorities and goes on to introduce its work in the fight against corruption. Activities in this field are carried out by the Multidisciplinary Group on Corruption (GMC) which is made up of governmental representatives of the forty Member States of the Organisation and in accordance with a Plan of Action against Corruption. Following work (...) by the GMC, the Committee of Ministers, the decision-making body of the Council of Europe, adopted in 1997 ‘The 20 Guiding principles for the Fight against Corruption’ and in 1998 ‘The Agreement establishing the Group of States against Corruption-GRECO’ which will be called upon to monitor States’ compliance with their international commitments in the fight against corruption. Three international legal instruments are currently under preparation by the GMC, namely: a convention on corruption (dealing with the criminal aspects of the problem), a convention on civil remedies resulting from corruption and a European model code of conduct for Public Officials. Work on these instruments is well advanced and it is expected that they will be adopted before the end of 1998. (shrink)

We analyse and assess the qualified majority (QM) decision rule for the Council of Ministers of the EU, adopted at the Council of the European Union, Brussels, 23 June 2007. This rule is essentially the same as that adopted at the Inter-Governmental Conference, Brussels, 18 June 2004. We compare this rule with the QM rule prescribed in the Treaty of Nice, and the scientifically-based rule known as the ‘Jagelonian Compromise’.

The place for the placebo in human clinical research is addressed in this paper. The World Medical Association which is comprised of some 80 National Medical Associations uses much of its resources to address medical ethics and human rights issues. It adopted the Declaration of Helsinki in June 1964 which addressed the protection of individuals in clinical trials. The use of placebos assumes an important role in this document. Five Revisions of the Declaration of Helsinki have occurred and the most (...) recent was adopted in October 2000. The provisions on placebo are now in Paragraph 29 which reads as follows:“The benefit, risks, burdens and effectiveness of a new method should be tested against those of the best current prophylactic, diagnostic and therapeutic methods. This does not exclude the use of placebo, or no treatment, in studies where no proven prophylactic, diagnostic or therapeutic methods exists.”The reactions to the newly revised version of the Declaration of Helsinki were numerous and rapid, not the least of which was the paragraph I quoted above.At the direction of the WMA Council, a small group of experts together with the WMA workgroup studied the Paragraph 29 to ensure that no ethically sound research was being restricted by the revision. The outcome was approved by the Council and later the WMA General Assembly in October 2000. This gives a note of clarification as to the appropriate use of placebos. Numerous papers and statements over the last several years have described positions very much in line with the Note of Clarification cited above. (shrink)

The process of ecclesiastical discipline evokes feelings of guilt and shame. Whilst literary study suggested this to be the case, the empirical research confirmed it. It is clear that the three-fold process was a traumatic and shocking experience for ministers. Most upsetting was the way that the process was handled. It was done in a non-professional way and without brotherly or sisterly love. The process triggered guilt and shame emotions in a number of ways, not least by the lack (...) of support and guidance. Respondents indicated that they had positive and negative experiences of guilt and shame during the discipline process. Most respondents took action to amend their mistakes, and thereby used the guilt feeling functionally, whilst the use of defence mechanisms showed that they did not manage and process the feelings of shame. It is unsettling to realise that the Dutch Reformed Church fails her ministers in time of need. Only a few parishioners and ministers from other denominations provided some sort of comfort during the discipline process. The church gave no support and guidance in the processing of the feelings of guilt and shame. The church lacked in every aspect, even to show a basic understanding of the trauma, and none of the church councils offered any basic or interventive help. To remedy the situation, it is proposed that the church should take its task as caregiver during the ecclesiastical discipline of ministers very serious and give guidance in an official and professional way. Drawing on published materials from the Committee of Ministers, Assembly and expert working groups of the Council of Europe, this paper investigates the distinctive contribution made to the framing of women's rights over the last two decades by this regional organisation, which recent studies of the `Europeanisation' of public policies have largely neglected. Elements of congruence are identified between the major mobilising themes of second wave feminism and the Council's emphasis on protecting individual rights, and its sensitivity (...) to the incompleteness and shortcomings of `actually existing' democratic institutions and practices. The relative openness of its agenda-setting processes is also underlined. The Council's flag ship policies for women are shown to have centred since the mid-1980s on a `politics of presence' frame and the (contested) concept of `parity democracy', and the tensions between these and the more recent turn to gender mainstreaming are explored. But the paper also points to the Council's role in diffusing into the E.U. governance arena women's claims to equal participation and presence in the policy process, and notes recent French and U.K. legislation as testifying to the continuing salience of these claims at the national level. Focusing on stakeholder inclusion, this article investigates the consequences of implementing the responsible research and innovation framework in a public funding regime. I use a Norwegian transdisciplinary project as a case study, demonstrating how the Research Council of Norway relies heavily on the assumption that stakeholders will pay for further development of the project as long as they are appropriately engaged. In analysing my case, I show how a real risk exists for a project that can potentially deliver value (...) to society and address the grand challenges of our time ends up as waste. I refer to this as 4E Waste which I break into four types: Economic Waste – when money put into the initial project becomes “worthless” because the research is not followed up, Eidetic Waste – where knowledge is lost when the community of practice that is building the novel understanding dissipates, Ecological Waste – when polluting practices associated with current production methods prevail, and Ethical Waste – when the potential enterprise becomes a missed chance to do something good. The European Union bas recently started negotiations on its enlargement with a first group of six countries. This will probably be followed by a second wave of enlargements that would include five or six more countries. A question that can be raised in whether the institutional structure of the EU is ready to cope with an expanded membership. This article aims at analyzing this question as far as the Council of Ministers is concerned. It points at the rising (...) tension between the capacity of the Council to act and the extent of control that each member states can exert on Council decision-making. The IGC that resulted in the Amsterdam Treaty basically failed to resolve this problem. The article looks at the reasons why it failed since these reasons expound the problems the EU will have to face in the near future when preparing its institutions for an expanded membership. One of the fields of protecting human rights within the framework of standards of the Council of Europe is the protection of national minorities – with the special issue of their linguistic rights. An intensification of actions aimed at adopting legal measures in this field happened in the 1960s. The concern for a proper range and level of regulation was expressed at the level of the Parliamentary Assembly and the Committee of Ministers. National experts formulated detailed resolutions to (...) include the goals of international organizations such as CSCE and the United Nations concerning this matter. The fact that the framework convention was chosen as the means bears witness to a significant provision that the guarantee of rights were realized in the most flexible manner, including the designations and capacities of State parties. This article includes an analysis of three stages of work connected with ensuring linguistic rights for national minorities, with a special emphasis on the linguistic rights in the education system. On the one hand, actions which resulted in the acceptance of the Framework Convention for the Protection of National Minorities are shown. On the other hand, the goals and details of this Convention are described. The third section concerns the analysis of mechanisms for monitoring the realization of the rights included in the Convention. Due to limitations in the terms of reference for this work, the analysis of the convention guarantees, and their realization, was limited to linguistic rights in the education system. The practice of these actions was shown through examples in Poland and Lithuania. The right to education for national minorities including knowledge about their culture, traditions, and their input into the development of the society of a given country is one of the rights clearly stated in the Framework Convention. By the same token are linguistic rights in an education system – the right to teach the language of a national minority or to teach in the language of a minority. As practice in Poland and Lithuania shows, the situation of education of national minorities is different, although some of the problems are common: an example for that would be access to proper coursebooks in the languages of national minorities, or properly trained teachers. Since 1831 through the years, the position and power of the PM changed strongly. This often happened together with changes concerning the power of the King: the weaker the King, the stronger the PM.The existence of coalition governments puts forward bis role (...) as coordinator and even as arbitrator, whereas the federalisation process since the seventies places him as a conciliator between Regions and Communities. The growing importance of the European Council of Head of States have made him the most important decision-maker among the national politicians in the European integration process. The PM's skills concerning timing and agendasetting are very important because it is one of his most important power instruments. Other key skills are bis profound knowledge in certain issues but mostly as a generalist, his insisting on good minister nominations by the party leaders, the way he can motivate his cabinet members, a good team spirit among the government members and the existence of a clear government contract. In order to avoid a strongdependency on or tutelage from the political parties of the majority it is important to have their top politicians in the government. (shrink)

We analyse and evaluate the qualified majority (QM) decision rules for the Council of Ministers of the EU that are included in the Draft Constitution for Europe proposed by the European Convention [5]. We use a method similar to the one we used in [9] for the QM prescriptions made in the Treaty of Nice.

The article deals with the mechanisms of female employment. The author has set herself the task of comparing the conditions of employment of women during the Polish People’s Republic (PRL) and contemporary times. The main aim was to indicate the evolution of labour law relating to women workers from a series of instructions and regulations of the Council of Ministers defining the protection of women's work before 1974, through a variety of general rules applicable to all employees, to (...) the regulations contained in the Labour Code and also current legislation. The article attempts to assess the ethical actions taken by the state to improve the conditions of employment of women in the workplace. The text indicates the importance of the work in the lives of women. Occupational status and income level strongly influenced the behaviour of women, who in many cases took up work intended only for men due to the fact that during PRL it was only such work which would allow them to obtain a higher salary. The article indicates that today there is a special emphasis placed on the prohibition of restricting the employment of women in jobs and on the conditions of the employment of pregnant women. The author of this article has evaluated the legislation introduced by the state, which contributed to the increase in female activity in the labour market. However, in ethical terms of ethical it is very difficult to unambiguously assess the actions taken by the state for the protection of women's work in the PRL, but also in contemporary times. I propose in this essay to briefly describe some of the main current stakeholders who issue guidance on the ethics of human subjects research. This will be preceded by a very brief historical introduction.Prior to World War II, as far as I have been able to ascertain, there were no international efforts to regulate human experimentation. National activities were few and far between. One exception was a Directive on Human Experimentation issued in December 1900 by the then Prussian Minister of (...) Religious, Educational and Medical Mairs. This was followed by a Circular on innovative therapy and scientific experimentation promulgated by the then Reich Minister of the Interior in February 1931. Just over five years later, in April 1936, the Bureau of the Medico-Scientific Council of the People’s Commissariat for Health of the Russian Socialist Federated Soviet Republic, the main constituent Republic of the then Union of Soviet Socialist Republics, issued an Advisory Resolution on the procedures for testing new medicinal substances and methods which may present a hazard for the health and life of patients. WellsHumboldt State UniversityOver the course of the last decade a fairly large number of Buddhist temples in South Korea have been destroyed or damaged by fire by misguided Christian fundamentalists. More recently, Buddhist statues have been identified as idols, and attacked and (...) decapitated in the name of Jesus. Arrests are hard to effect, as the arsonists and vandals work by stealth of night. In 1998, the Society for Buddhist-Christian Studies announced its support for our Buddhist brothers and sisters and our disgust at such violent misuse of the name of Jesus. At the 1998 Board meeting, an ad hoc committee was set up to explore and develop strategies which would further address the situation. Below are some actions which have occurred during 1999. A Letter from Our President: The following letter of protest was sent on the Society's behalf on January 25, 1999 to the Prime Minister of the Republic of Korea and other governmental officials plus Korean church leaders and organizations. A second letter was sent to the U.S. State Department and the headquarters of various church bodies in the U.S. as well as the National Council of Churches. The Society for Buddhist-Christian Studies wishes to register its deepest sadness and most profound protest regarding the numerous acts of arson and malicious destruction done to Buddhist temples by misinformed and intolerant fundamentalist Christian groups throughout the Republic of South Korea. Professor Frank Tedesco of Sejong University first drew the attention of the Society to these incidents in an article he published in 1997 in Buddhist-Christian Studies, the journal of the Society for Buddhist-Christian Studies. More recently, two more Buddhist temples have been burned by fundamentalist Christians, seven hundred Buddhist images have been decapitated, and the Roman Catholic Cathedral was also burned because it contained images. All members of the Society for Buddhist-Christian Studies, both Christian and Buddhist, are embarrassed that such acts have been done in the name of [End Page 239] Jesus Christ, a name that demands that all persons should live in justice and peace, not sectarian stupidity and religious fanaticism. The small, but vocal, number of fundamentalist Christians in Korea who defend such actions as blows against pagan idolatry are simply wrong. Their actions are contrary to the core of Christian teaching and practice, which is that all persons are to be treated with love, justice, and respect. There is no excuse for intra-religious violence in Buddhist or Christian teaching and practice. Accordingly, the Society for Buddhist-Christian Studies not only deplores fundamentalist Christian attacks against Korean Buddhist temples, images, and persons, we ask that the government of Korea actively seek out all groups and persons engaged in violent actions against our Buddhist brothers and sisters and bring them to justice according to the laws of the Republic of Korea. May the peace at the heart of the Christian tradition and the heart of the Buddha's Dharma heal the minds of the violent so that all human beings may one day live as brothers and sisters in accord and dialogue. Between 1234 and 1258 King Henry III, having emerged from the tutelage of ministers inherited from his father, controlled the government of England himself. Looking at this period of personal rule, it would be easy to gain the impression that Henry's kingship, in its theory, and also to some extent its practice, challenged the position of the magnates. M. T. Clanchy, for example, in a justly famous article has suggested that in the 1240s and 1250s Henry III evolved a (...) theory of royal absolutism, a theory which had threatening implications for the magnates. He has also stressed the extent to which Henry was “the initiator both of the methods and of the theory” behind Edward I's quo warranto campaign, which questioned the liberties possessed by the magnates in the field of local government. As for Henry's court, the impression has been given by R. F. Treharne that few English barons were present there, and that the king was largely surrounded by officials and foreign relatives — the latter being his wife's Savoyard uncles and his own Poitevin half-brothers of the house of Lusignan. G. W. S. Barrow has written that Henry “appeared to be excluding the barons as a class from membership of his royal council.” The question whether Henry, like his father John, was pressing magnates to pay their debts has never been investigated; but Matthew Paris's picture of the king as a “vigilant and indefatigable searcher after money” might indicate that the revolution of 1258, like that of 1215, was a “rebellion of the king's debtors.”. In lieu of an abstract, here is a brief excerpt of the content:IntroductionWhen I first came across Dieter Hattrup's analysis of the De reductione I noted that the professor from Paderborn was trying, step by step, to trace the authorship back to friars influenced by Roger Bacon – a reductio ad Baconem, if you will. Hattrup's argument that Roger Bacon was indirectly involved in the composition of the De reductione evoked the fleeting memory of a pop culture game created by (...) American college students in the 1990s called the "Six Degrees of Kevin Bacon," whereby the characters in any given film must be linked to a film with the Hollywood actor, Kevin Bacon, by comparing no more than six films. To mention the esteemed theologian in such a fleeting cultural context is not meant to trivialize his argument in any way; rather, the intent is to underscore, admittedly tongue in cheek, the intricacies of his argument against Bonaventurian authorship of the De reductione as outlined in the monograph Ekstatik der Geschichte: Die Entwicklung der christologischen Erkenntnistheorie Bonaventuras and the journal article, "Bonaventura zwischen Mystik und Mystifikation: Wer ist der Autor von De reductione?" While Hattrup hesitates to claim Bacon as the author of De reductione, he does develop a systematic study that eventually leads, step by step, association by association, back to Roger Bacon. This essay examines and disputes Hattrup's claim by analyzing the historical context of his argument, the chronology and sources in question, the theme of the fourfold light and scripture, and the relationship between the sciences and theology. The numerous questions raised will underscore the fragility of his argument. Subsequent essays will treat the contemporary theological implications as well as the literary-theological genre and academic occasion of Bonaventure's De reductione.Historical ContextBefore we examine Hattrup's argument against Bonaventure as the author of the De reductione, let us first evoke the historical situation he suggests as the possible origin of the text. In 1267, Bonaventure warns his Minorite confreres of the dangers inherent in the sciences in the Collations on the Ten Commandments, and then, once again in 1268 in the Collations on Gifts of the Holy Spirit. The brothers in Bacon's circle are concerned because they contend that the sciences must be cultivated and consequently compose the De reductione. Their intent is to demonstrate how the sciences are integral to theology, such that even natural philosophy contains the wisdom of God. Hattrup sees this text stemming from Bacon's circle as a conscious attempt to subvert Bonaventure's understanding of the relationship between faith and reason in favor of the sciences by utilizing some of the General Minister's own language as mirrored in the Journey of the Soul into God and Francis of Assisi's experience of God in the natural world. The resulting text of the De reductione, according to Hattrup, is an intentional mystification of Bonaventure's own mystical or ecstatic methodology.Hattrup suggests that the De reductione came to Bonaventure's attention in 1270, but he is preoccupied with affairs in the early 1270s and only returns later to address the dangers he recognizes in the De reductione in another collation series in May of 1273, the Collations on the Six Days, or Hexaëmeron. The General Minister warns of those who entered religious life as friends of the sciences, the "hospites scientiae." They must place limits on their efforts in these fields of inquiry and not promote them as essential to theological reflection, as posited by the De reductione, if they wish to remain faithful to the ascetical-mystical vision of the Minorite Order. The article deals with a study of a distinct criminal punishment established in the Criminal Code and the Code of Punishment Enforcement of the Republic of Lithuania—restriction of liberty, as an alternative to imprisonment. Without investigating extensively the course of development of this penalty, in the article it is sought to overview the development trends of restriction of liberty; analyse the problems of enforcing this penalty and suggest measures to eliminate them; investigate whether the legal regulation of Lithuania is in (...) line with the provisions of the main international instruments relating to non-custodial sanctions (1990 United Nations Standard Minimum Rules for Non-custodial Measures (the so-called Tokyo Rules), Recommendation R (92) 16 of the Committee of Ministers of the Council of Europe to Member States on the European rules on community sanctions and measures, Recommendation Rec (2000) 22 of the Committee of Ministers of the Council of Europe to Member States on improving the implementation of the European rules on community sanctions and measures); review the progressive legal regulation of restriction of liberty in place in individual states and provide a comparison between the national and foreign experience in relation to the penalty of restriction of liberty. The internal organization of Belgian governments is described. Several ministerial committees for the preparation of governmental decisions have been institutionalized. The ministers and state secretaries who are members are chosen according the functional competence, region or community association, and party or faction affiliation.A core cabinet for general policy, which is chaired by the prime minister, and in which are represented the most important members of each coalition partner, tends to take over the role of the council of (...) class='Hi'>ministers on crucial matters as an instrument of collegial decision-making.This trend does not contribute to the consolidation of the prime minister's power.The existing ministerial committees, one for each community or region, developed into governments.The article deals also with the internal organization-charts and party distribution among members of subunits of the Belgian governments from 1972 to 1981. The Belgian civil servants who are involved in the working groups of the European Council of Ministers on a full-time basis are a small elite corps which is hardly typical for the Belgian civil service as a whole. Most of its members belong to the Ministry of Foreign Affairs or to other ministries as these have delegates in the Permanent Representation. Their responsibilities too are rather different from those of the normal Belgian civil servant. The latter are typically (...) engaged in the implementation of the policies designed by their political masters, the farmer are largely autonomous policy makers and negotiators, though mostly in matters of minor political importance. In one regard though, these Euro-Belgians are still recognizable as typically Belgian. Their political culture is characterized, tough to a lesser degree than that of the other senior civil servants in Belgium, by a technocratism which is very distrustful of political actors and by a remarkable level of distrust of their organisational infrastructure. Such a culture should lead to a poor performance in the working groups of the Council of Ministers. But it does not. That is the paradox this contribution intends to examine. (shrink)

The central theme in the discussion of how education about religion can, and should, be developed in pluralistic societies concerns challenges and opportunities involving intercultural religious education (RE). One example is Robert Jackson’s report Signposts, commissioned by the Council of Europe, in which various aspects of intercultural competence are captured and made visible regarding a religious didactic context. Here, different dimensions of what can be described as ‘ethical competence’ appear to be central. In this article, the interpretive approach, strongly (...) connected with Jackson, is considered to be in need of a development of a theoretical framing of forceful strategies for handling ethical challenges taking place in multicultural, multireligious and multi-confessional classrooms. It is argued that such strategies will depend on a careful analysis of the concept of ethical competence. A theoretical platform for the argument is presented with reference to James Rest’s analysis of ethical competence, which is shown to be relevant to an examination of how the concept of ethical competence can contribute to the development of strategies for teaching intercultural RE. As a basis for this examination, the Danish, Finnish and Norwegian syllabuses for compulsory school RE are analysed regarding how they express conceptions of ethical competence. This selection shaped the curricular arena of the investigation as being non-confessional, whilst simultaneously, more or less explicitly, resting on a shared historical Protestant anchorage. This twofold interpretation is shown to allow for an analysis of ethical competence, in relation to which an identification of certain prerequisites for developing strategies for teaching intercultural RE is possible. We are very confused in Australia about the point of entry to adulthood, with different age ranges for different government programs existing side-by-side. Under the Federal Labor Government's Youth Homeless allowance, it was possible for children as young as 13 years to live independently with only minimal supervision from State Welfare departments. In 1989 The Burdekin Inquiry into youth homelessness together with a series of well publicised failures by child welfare authorities was partly responsible for a new protocol by the (...) Federal-State Council of Social Welfare Ministers which increased the level of supervision of young ‘independent’; children, and thereby appeared to raise the threshold age for adulthood. The most important mechanism for the transition to independence and to adulthood is work and the level of youth unemployment (triple the national average between 15–19 years) is also extending dependency and thus, childhood. The trend towards the extension of childhood dependency received formal sanction through the Coalition Government's Youth Allowance which now makes it possible for a child to remain dependent on his or her parents until age 25 years. COVID-19 exposed flaws in the law regulating the sharing of data and human biological material. This poses obstacles to the epidemic response, which needs accelerated public health research and, in turn, efficient and legitimate HBM and data sharing. Legal reform and development are needed to ensure that HBM and data are shared efficiently and lawfully. Academics have suggested important legal reforms. The first is the clarification of the susceptibility of HBM and HBM derivatives to ownership, including, inter alia, the promulgation (...) of a revised version of the South African Material Transfer Agreement by the Minister of Health. This would remove uncertainty regarding the current SA MTA’s perpetual donor ownership clause. The second is the development of data trusts, the adoption of open access to research data, and the creation of an African ‘data corridor’. This would ensure that data are protected while allowing for the efficient transfer of data between researchers for the collective good and in the interest of the public. The third is the amendment of the Space Affairs Act to extend the powers of the Council of Space Affairs to include the management of data collected through the utilisation of Earth observation and geographical information systems. This would ensure the protection of outer space data, legislating its use and sharing once it lands on Earth. The implementation of these legal reforms and developments will better prepare SA to face future epidemics from a health research perspective. (shrink)

During the century following the Council of Trent, two trends within Catholic religious orders matured: the first consisted in unifying and strengthening the Order’s culture by focussing on one author of reference; the other in elaborating a new way of presenting that author’s doctrines. In the case of the Friars Minor Conventuals, these trends were fostered in the second decade of the seventeenth century by the minister general of the Order, Giacomo Montanari, who promoted the idea that providing the (...) Order with new works featuring innovative didactic characteristics and a renewed defence of the doctrines of John Duns Scotus was a prime way to lead an authentic religious life. Bartolomeo Mastri and Bonaventura Belluto’s “philosophiae cursus ad mentem Scoti” was probably the major result of this impulse. Since the creation of the Belgian state in 1830, the kings, head of state, always tried to expand their political influence. Part of this strategy was the treatment of the ministers as individuals, not as a council. The process of democratisation and the development of political parties pushed back this royal influence. In the meantime, as a result of the fact that coalitions were necessary to establish a government, the Council of Ministers was developping more and (...) more as an institution. That was necessary to gain some governmental stability. Thispermanent Council was not stated in the constitution of 1830. King Leopold III did the same during the thirties as his predecessors and tried to block this evolution. The Second World War established the circumstances to expand his power. The Council ofM inisters choosed for the western democracies. Leopold III did not. Nevertheless the dynasty was not treathened but Leopold, who was not able to adapt, had to forsake the throne. After the war, the Council of Ministers was acknowledged as one of the most important institutions of the Belgian political system. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Reaching the Age of Majority:The Life Trajectory of the CIHR Institute of AgingYves Joanette, Anne Martin-Matthews, Réjean Hebert, and Joanne GoldbergThe Canadian Institutes of Health Research (CIHR) was created in 2001 under the Canadian Institutes of Health Research Act S.C. 2000, c. 6 (Government of Canada, 2000). The creation of CIHR was in follow-up to the Canadian Medical Research Council (MRC) as well as to the National Health (...) Research and Development Program of Health Canada that, up until that point in time, had supported the breadth of health research in Canada. Two important characteristics of CIHR were crucial for the development of research on aging. The first was that CIHR, unlike MRC, was entrusted with the challenge of supporting the whole spectrum of health research, from the basic biomedical perspective to clinical research, research on health services and policies as well as social aspects of health research, not to mention research on ethics and other perspectives (including the science of research). The second characteristic of the nascent CIHR that impacted the community of research on aging was the decision that a small part of the overall CIHR budget would be used to address priority-driven questions or topics (strategic competitions), while the majority of the budget would be invested in grants and awards programs that would be investigator-initiated, as in the time of the MRC (open competition). Since its inception, CIHR has included 13 institutes that are central to the priority-driven actions. Institutes not only play an important convener role within their communities and among their stakeholders, but they are also expected to listen to the needs, gaps and opportunities in their area and to introduce initiatives---most of the time involving more than one Institute---in order to tackle these needs and gaps and to seize upon the opportunities.The Institute of Aging was introduced at the same time as the other 12 Institutes and it is clear that many challenges were awaiting the new Institute since, at that time, research on aging was still in its early years. This article is about the trajectory of the CIHR Institute of Aging in its first 18 years of existence. Having now reached an age that is either the age of majority or quite close to it, it is important to be able to provide a reflection on the evolution of the priorities over this period, while also taking a peek at some of the priorities that will surely come in the near future.The Early Years (2001-2004)The founding Scientific Director of the Institute of Aging was Dr. Réjean Hébert. A well-known and prolific [End Page 1] geriatrician and researcher, Dr. Hébert was the perfect person to launch the Institute. One of his first actions was, in fact, to harmonize the French and English names of the Institute. In French, the name of the Institute focused on Aging (Institut du vieillissement) while, in English, the name of the Institute focused on Healthy Aging. The CIHR Institute of Healthy Aging thus became the CIHR Institute of Aging in all versions of its documentation. But above and beyond this important name change, the real work of Dr. Hebert, accompanied by the first Institute Advisory Board1, chaired by Prof. Dorothy Pringle, was to identify the gaps, the needs and the opportunities. After a rigorous process came the first Strategic Plan of the CIHR Institute of Aging, which was clearly influenced by Dr. Réjean Hébert's vision of the aging population as an opportunity, instead of a catastrophe, for our society that comes, of course, with its own challenges. Dr. Hébert left CIHR during his first mandate as he was called upon to become the Dean of his Faculty, and then went on to become the first CIHR Scientific Director to sit as a Minister of Health and Social Services in the Québec Government. In this issue, the founder of the Donetsk regional branch of the Ukrainian Association of Religious Studies, theologian, candidate of historical sciences, senior researcher of the Department of Religious Studies of the GS Skovoroda Institute of Philosophy of the National Academy of Sciences of Ukraine, President of the Center for Religious Studies member of the Expert Council on Freedom of Conscience and Religious Organizations under the Ministry of Culture of Ukraine, member of the Strategic Council under the Minister (...) of Culture and Information Policy of Ukraine. I. Kozlovsky worked for more than 25 years in the Donetsk Regional State Administration as a chief specialist and head of the department for religions, in the early 1990s he established the College of Religious Studies at Donetsk Open University, which was later transformed into the Faculty of Philosophy and Religious Studies of the State University of Information. intelligence, and has done much to promote interfaith and interreligious dialogue and cooperation in the Donetsk region, whose religious map is very diverse. At the beginning of the Russian-Ukrainian war, I. Kozlovsky became one of the organizers of the interfaith prayer marathon "Prayer for Ukraine", which took place in Donetsk from early March to November 2014, which was attended by members of the Donetsk branch of the UAR. Until 2016, some members of the UAR, led by I. Kozlovsky, who still remained in the occupied territories, collected data on the state of religious freedom in Donetsk and the region. In 2016, I. Kozlovsky was imprisoned by a terrorist group of the so-called "Donetsk People's Republic" and was held captive for almost 2 years. (shrink)

The Situationist International have become a canonical reference point when discussing artists’ participation in political action or activism. This article attempts to decentre the SI from this position, by tracing their theories and representations of political agency and labour. I argue that their notion of agency is deeply conflicted, epitomized by the dual invocations ‘never work/all power to the workers’ councils. I examine how the SI’s representations of agency betray an attraction to and fascination with 1960s reactionary fantasies around brainwashing, (...) conditioning, control and torture. Their practical descriptions of a constructed situation, which ‘makes people live’ are, in fact, closer to torturous state control than total liberation. The notions of agency they mobilise draw on colonial and classist sources, which actually deny the agency of radical movements. As a result, the SI produce a series of weak fantasies of participation, in which agency is denied and ‘demanding the impossible’ is actually a demand to constitute and police the impossible. Artistic-political agency was both guarded centre and constituent other. The SI’s policing of their identity, tied in name to the agency of ‘situations’, involved the ongoing exclusion and repression of other artists’ more practically-engaged labour within social movements. The care for older and disabled people has been described as a core area of the Nordic model. The Nordic countries’ welfare model has also been described as women friendly, as women are not forced to make harder choices than men between work and family. The Swedish eldercare system has, during the last several decades, undergone significant changes. Previously, eldercare could be described as universal, meaning a publicly provided, comprehensive, high-quality service available to all citizens according to need (...) and not based on the ability to pay. In later years transformation of eldercare has been influenced by neoliberal politics, which emphasize economic efficiency and cost reduction through competition. Eldercare has become a more diverse multidimensional system, and a private market for home-based eldercare has been created. The numbers of eldercare providers have increased considerably, and new ways of organizing eldercare have been established. In January 2009, the Act on System of Choice in the Public Sector was introduced. The Act was supposed to provide an opportunity for interested municipalities and county councils to expose their publicly provided services to market competition, and to enable users to choose their providers. This article aims to illustrate how neoliberal reasoning dominated the policy process leading to adoption of the Act on System of Choice in the Public Sector. With the use of a discursive policy analysis the authors specifically explore how neoliberal logic dominated, and also how choice and equality were understood and interpreted in the policy process. They conclude that the neoliberal turn in eldercare claiming to centre on the individual choice of persons in need of care runs the risk of creating unequal care that decentres the eldercare worker and creates precarious work situations. On June 3, 2003, the European Council of health ministers rejected a proposal from the European Commission to allow drug manufacturers to advertise directly to particular groups of patients; the proposal had already been rejected by the European Parliament subsequent to a heated public debate in which consumer and patient groups almost unanimously argued that it was not the role of drug companies to provide information to patients. The pilot scheme suggested by the Commission would only have applied (...) to patients with three chronic diseases, AIDS, diabetes, and asthma, and would, it was argued, not undermine an overall ban. Drug companies would have been required to abide by a special code of conduct and clear any information given to patients—on web sites or in specialized publications—with national authorities.
